Workforce of the future: reskilling for a digital, sustainable public service
1:30 pm - 2:20 pm
The success of digital transformation initiatives depends on the skills and capabilities of people in government.
The US federal government has recognised this importance through creating the US Tech Force, focused on recruiting an elite corps of engineers to build the next generation of government technology.
This session will explore how the US government can build a digitally savvy workforce by understanding and addressing skills that governments need, discussing how to both recruit the skills they need and upskill existing employees by fostering a culture of continuous learning.
Drawing on success stories from governments around the world, the panel will highlight strategies for large-scale upskilling and recruitment of digital talent, and how to aligning digital skills in departments and agencies with agency leadership priorities.
The session will also provide practical insight for public servants on where they should prioritise their own learning and development to meet the challenges government faces now.

Data-driven delivery: How to make better use of insights in government
2:25 pm - 3:15 pm
Harnessing the power of government data is at the heart of efforts of modernizing government, driving efficiency and enhancing transparency.
However, much data that could help governments is often trapped in legacy systems, making it difficult to use for officials and the public alike.
Tackling this is one of the priorities in the Presidential Management Agenda, with a focus on working to eliminate data silos and duplicative data collection across government.
This session will therefore examine how governments around the world have taken steps to make their operational data easier to use. It will look at where governments have created centralized data libraries that improve awareness of available data among policymakers, and how breaking down data silos can help create citizen-centric services.
It will also discuss how departments and agencies can use the data that they collect to better measure outcomes, optimize performance, and ensure that taxpayer dollars are being used effectively.

How to spend every dollar well: Prioritizing IT investments amid constrained budgets
3:35 pm - 4:25 pm
Many governments have developed plans for digital transformation, but they often need to be built on legacy systems.
Replacing these systems wholesale is not going to happen quickly. Instead, what governments need to do is work out how to prioritise the investments that they can improve services step-by-step.
This session will discuss how governments can maximise digital investments to build more effective systems. Leaders in this session will discuss how to determine the best investments to address the legacy technology backlog, and how government can develop acquisition strategies to drive more flexible and iterative technology developments.

How to tackle the fraud threat government faces
4:30 pm - 5:20 pm
The US federal government loses between $233bn and $521bn annually to fraud, according to estimates from the Government Accountability Office – and a presidential executive order has set out plans to centralize what was described as a ‘fragmented’ federal disbursements bureaucracy to tackle fraud. The ‘Protecting America’s Bank Account Against Fraud, Waste and Abuse’ order sets out measures to reduce fraud against the government, alongside plans to better manage payments, while a taskforce to eliminate fraud has also been created.
This session will explore what is needed to make progress. It will examine how the threat against the government is evolving, and how government should respond. The session will also share insight on how the public sector and private sector can work together, using technology, to tackle fraud.

Building accessible, gov-friendly sites on USWDS
1:00 pm - 1:30 pm
The US Web Design System (USWDS) has become a cornerstone of federal digital standards, helping agencies deliver accessible, consistent, and user-friendly experiences. However, implementing USWDS in practice looks very different across government—from fully resourced flagship programs to highly constrained environments with limited budgets, timelines, or technical flexibility.
This roundtable, part of Government Service Delivery 2026 and supported by knowledge partner WordPress VIP, will bring together practitioners working across federal, agency, and partner ecosystems to discuss how USWDS is being applied in real-world scenarios.
In this session, leaders will explore how teams are balancing compliance, accessibility, and delivery speed—while navigating platform constraints, evolving tooling, and growing expectations around modernization.
Together we will discuss:
- How agencies and partners are implementing USWDS across a range of environments—from fully integrated design systems to constrained builds with limited tooling or plugin access
- Practical approaches to achieving accessibility standards (such as WCAG AA) within WordPress and other common government platforms
- How teams can accelerate delivery timelines while still meeting federal design and compliance expectations, especially for short-term or resource-constrained projects
- Where shared tooling, reusable components, and open-source approaches could reduce friction and improve consistency across government web development
- The emerging role of AI and modern development workflows in helping teams build faster while maintaining trust, compliance, and usability

Four futures of AI: Government – Will government shape AI’s future or will AI shape government?
1:20 pm - 1:40 pm
Governments play a distinctive role in helping societies navigate uncertainty. Through policy choices, investment priorities and institutional frameworks, public leaders shape how organizations, defense agencies and communities approach opportunity, risk and change. As artificial intelligence (AI) evolves, its impact on government and society continues to grow. For federal, defense, state, local and education (SLED) leaders, the essential question is this: Will you proactively shape AI’s future or respond to it as it unfolds?

Overcoming legacy systems to help government agencies connect, automate, and deliver modern digital services
10:00 am - 11:00 am
Many federal agencies still rely on aging technology that was not designed for today’s expectations around real-time data sharing, seamless user experiences or secure digital service delivery. While citizens increasingly expect fast easy-to-use government services, agencies can struggle to meet these expectations when critical systems are built on outdated languages, unsupported components and fragmented architectures. GAO has identified 11 critical federal legacy systems most in need of modernization, many of which present operational, integration and cybersecurity risks.
As demand grows for more responsive and connected government, addressing legacy technology is becoming essential to service transformation.
This roundtable discussion, part of Global Government Forum’s Government Service Delivery 2026 conference and supported by EY, will bring together leaders from across the US federal government to discuss how agencies can modernize legacy systems in ways that improve service delivery, enable automation and support more integrated digital government.
This discussion will cover:
- How legacy systems constrain agencies’ ability to connect, automate and expose services through modern digital channels
- Practical approaches to prioritizing modernization across critical systems, budgets and mission needs
- How agencies can reduce cybersecurity and operational risks linked to outdated technologies
- How improved interoperability and modern platforms can support more seamless, user-centered government services

How federal agencies can meet the government’s web modernization objectives
11:45 am - 12:45 pm
The US federal government is focused on improving government websites as part of an effort to create a “one government approach” that would help join up services for users.
The Federal Chief Information Officer, Greg Barbaccia has said that website redesigns across government will be key to improved digital services and wants to “coalesce” a government-wide voice for the public online.
This roundtable, part of Government Service Delivery 2026 and supported by knowledge partner Wordpress VIP, will bring together government leaders to discuss how agencies can meet the US federal government’s modernization mandates.
In this session, leaders will discuss how security by design, artificial intelligence, and compliance are part of this transformation.
Together we will discuss:
- How government agencies can ensure security for government websites and the content they store, process, and present, both now and in the future.
- How departments and agencies are using AI to reduce costs and create better user, content creator, and developer experiences for everyone using or building government websites – and the potential to leverage unified end-to-end AI in a way that is part of the government’s day-to-day delivery.
- How to ensure compliance with the federal security regulations, such as FedRAMP – now, and as policy and technology drive change.
