Amy Bontrager is a senior public sector leader with experience driving mission-focused transformation across government, military, and nonprofit organizations. She currently serves as a Director at USDS within the Executive Office of the President, overseeing the GSA, OPM, & Trade portfolio. She leads cross-functional teams supporting high-impact modernization and emerging AI initiatives across federal agencies.

Amy’s work focuses on workforce transformation, digital service delivery, and operational strategy helping agencies turn complex policy and mission challenges into actionable technology and delivery solutions. She has led rapid discovery efforts, executive-level modernization initiatives, and AI literacy programs designed to prepare leaders and organizations for the next generation of public service.

Prior to USDS, Amy held leadership roles at Blue Star Families, and Department of Defense, where she built programs supporting federal leaders, veterans, military spouses, and workforce development at scale. She is also an advocate for people-centered innovation, leadership development, and modernizing how government delivers for the public.
